Mr. Liang is something of a mystery so far his only known connection to this territory is the outlaw BOLO. It's not clear what the exact nature of this relationship is but they seem perhaps intimately close.

A lot has happened since Chucko arrived earlier this year, not to mention that the Wilders went on the run about that time, and Bolo was arrested shorly after. Not that either of these events were related but one can be suspicious.
